I think you (& Bill Isaac) are both correct. The Bank Stress Test has bound the hands of the Treasury Dept.
The only feasible answer on May 4 is “All 19 banks are in good health and the Stress Test reveal that each will function in the foreseeable economic climate. The Fed, The FDIC and the Treasury stand ready to lend assistance is this assessment proves to be inaccurate.” (or some other politically neutral words.
I hope someone at the press conference asks for the banks CAMEL ratings.
